Bureau of Special Investigations

The Bureau of Special Investigations (BSI) is composed of a team of dedicated investigators who work to eradicate fraud, waste, abuse, and misconduct in state government to improve state government and make it more efficient.

BSI investigates, among other things, violations of laws, rules, and regulations; abuse of authority; contract fraud and irregularities; employee misconduct; and mismanagement of funds within executive agencies under the Governor’s jurisdiction and involving contractors to executive agencies. BSI also investigates complaints involving abuse of American Recovery and Reinvestment Act (ARRA) monies within Pennsylvania.

BSI receives complaints through calls to its Complaint Line (1-877-888-7927), electronically through its online Complaint Form, and through written correspondence. BSI also relies on referrals from state agency heads, state employees, citizens, and law enforcement authorities.
